Add Consolidated Monitoring functionality in Sterling Control Centre

ICC doesn't seem to have the functionality to perform a consolidated monitoring where if a voilation occurs multiple times within a specified time for example - Alert when voilation occurs 'n' number of times for x times in last y mins.

Such functionality will help to monitor the BP Queue states in Sterling B2B Integrator and many other metrics in our environment using ICC itself rather than relying on different monitoring tools

Error Suppression for Similar Errors

ICC treats each event independently, but when one issue causes many failures (e.g. remote Trading Partner server down), users are alerted for each failed transfer. There should be logic to suppress similar errors within a specific time window.
