Automated Cognos reconfiguration for High Availability

Installing ICC in a High Availability environment requires steps taken to reconfigure Cognos as detailed here:

https://www.ibm.com/support/knowledgecenter/SS4Q96_6.1.1/com.ibm.help.scc.install.doc/scc_ensure_cognos_server_connection_HA.html

These steps are required each time new maintenance is applied or a version upgrade performed. The steps are cumbersome and should be automated. There's a suggestion the 'cogstartup.xml' file can be updated once and restored each time maintenance is applied but this doesn't appear to be the case.

It should be possible for ICC to reconfigure Cognos correctly each time. Updating InstallationInfo.properties is an option so that these parameters can be entered once and re-applied every time configCC runs.
