Enable Control Center reports to display in multiple time zones

Currently when a user starts to setup a report to be ran, Control Center defaults with the time zone that the console preferences are set it.  There is a drop down menu for other time zones, but when a user selects one of these, the report will not display that time zone unless the time zone is set in the console preferences.  That doesn't make sense to me.  The console preferences shouldn't impact on how a report is displayed.  The report should display the time zone the user selected.

    Agree that time zones should be easily consumed by SCI users. This could potentially be solved by adding a preferred time zone attribute to user profiles so SCI could convert the stored GMT/UTC time to the user's local time zone.
