Non SuperUser Node Discovery Permission

Currently the only role within Control Center that can run a Node Discovery is the superuser role. We need this to be a permisson that can be set to other roles.

    We will be planning this change in one of the future releases once we migrate all the capabilities within the Java client to modern Web UI.
