Control Center: statRecordIds File

I've been doing some testing with the statRecordIds file on our test
environment. Today I realized that more attention needs to be given to
this file. You are probably wondering what do I mean? Here is a
possible situation below.

A site is running Control Center 5.3 with a modified statRecordIds
file. The admin upgrades to 6.0 to a new installation directory. The
admin has forgotten about the modified statRecordIds file that he/she
had in 5.3. The 6.0 install puts a brand new statRecordIDs file. Some
rules may not work because the newer statRecordIds file is not "using"
that particular record ID. Yes, it is the admin's responsibility to
keep up with stuff like this, but I believe you can see how easy this
would be to forget.

Also, newer versions of Control Center may add record IDs for products that were not available in a previous version. So, it may not be as easy as saving the old statRecordIDs file from a previous version and use it with a newer version. That could make matters worse depending on what is being monitored.

I feel that IBM needs to address this file in the installation/upgrade
instructions and give suggestions as to what to do when going from one version to another.

I feel that IBM also needs to come up with some kind of solution to prevent operational issues. Yes, it is that important.
