Add REST API, or some way to retrieve config details outside of the UI

For auditing purposes we have to regularly pull a list of users from all of our applications along with their permission level / role, and last login information.  For SEAS this process currently requires logging into the UI and manually copying the information from the users/roles screens into a separate spreadsheet.  This manual process is error-prone and time consuming.  It would be much easier and more reliable to have an API, or at a minimum some way to export the app configuration from the command line.

How will this idea be used?

1. External job will be created to export admin user details from SEAS either via API or commandline utility for further processing by our auditing/compliance processes.

2. Authentication config from GUI can also be exported for re-use in other environments, or to automatically review security requriements / configuration without manually logging into each SEAS UI.
