"HALT_ON_MATCH_TRANS_ERROR" should be exposed in the config center UI

Currently, the files are not failing in any CERROR logic implemented in the DocExtraction map.
We recently saw the scenario that if we were getting an empty receiver ID from doc-extract map, then it would fail with envelope not found.
But one of the partner envelopes was picked and processed since the sender ID and doctype indicated only one envelope present.

As suggested by the engineering team, "HALT_ON_MATCH_TRANS_ERROR" should be exposed in the config centre UI.
So we implementers have an option to enable the file to fail as expected. It would be great if we had this option to avoid these types of issues.

How will this idea be used?

This will help all inbound and outbound files to give proper information if any failure happens at docextract steps. Currently we are not getting any specific failures with this option.
