Capability to suppress emails as part of onboarding partners

As part of the partner onboarding when a customer wants to onboard partner to PEM emails notification on the onboarding status gets generated. We currently dont see any configurable options to control the behavior of the application.

So customer would like to propose/request below mentioned feature as part of the future release.

1. We would need  an option either to enable customer specific email notification feature.

2. When the SMTP configurations are disabled all the mail requests are getting queued. So It would be great if we have an option to drain those queues either through db queries or through UI capabilities.
