Rollout API - Feature parity with UI

Currently the Rollout API can only do a rollout to a list of 10 partners.

It needs to have the same capabilities as the web UI:

- Rollout to a group

- Rollout based on attributes

- Rollout to as many partners as needed

- Add partners to existing rollout

Additionally, there is no way to Share an activity using an API call. This needs to be added and support the same options as the UI, i.e.:

- Share to a group

- Share based on attributes

- Share to partners

- Unshare activity from the above

- Replace shared activity definition with another activity

How will this idea be used?

APIs are required for automation as well as integration with external systems. Providing these APIs allows us to manage activity rollouts and shared activities from external systems as well as automate context standup.
