Support getApplicablePricingRulesForOrder API without an Order in Sterling Order Management similar to getOrderPrice

Today this API only works when an order is present in the system. Also, it ignores the order line items that are passed into it. It would be ideal if the order number is not mandatory and order line items passed into the API are used to return the same information. This is similar to how getOrderPrice works today without an order number.
