Provide more dynamic error handling for nodes missing processing plan values

Currently Watson Order Optimizer requires that all internal (regular) candidate nodes passed for a given order line have a valid processing plan loaded. If not, that order reaches an error state (Derived Capacity Not Found for Node ...). This is true even if some/most of the nodes had a valid processing plan and few/one were missing this information.

The request is to allow WOO to ignore the regular nodes with missing processing plan information and optimize across the remaining set. If zero candidates had processing plan data then the order line would return an error as done today.

    Thank you for your valuable feedback.


    Since Processing Plan is mandatory for Optimization, the error is necessary to inform the customer about a possible misconfiguration. This is working as intended.
