Order Optimizer support for UI upload of configuration files and file ingestion status checking

Create an Order Optimizer UI option for users to upload and ingest configuration files in Order Optimizer. This same UI should show the status & details of the file ingestion process for all files (e.g. job running vs. complete vs. error, last status change date & time, error codes, last user to update, option to download a copy of the last file, etc.)

This UI should be an alternative to uploading files via Aspera for manually maintained configurations (i.e. files maintained by end users and not fed by another system). However Aspera ingestion should continue to be supported for all existing file feeds sent in this manner. This UI should show a status for all file ingestion, whether sent via Aspera or uploaded in the UI.

This upload UI should be controlled via role permissions so the ability to upload can be restricted to a subset of users.

    While there is no user interface available to users to check the status of file ingestion, Order Optimizer has the ability to notify the sender about the status of file ingestion. With this capability in place, the necessary level of visibility has been provided as senders are informed of the time of ingestion and status of ingestion.
