Add Order Optimizer Dashboard user self-help materials

Enhance / replace the current user self-help materials for the Order Optimizer Dashboard.

1. Revise / replace the current pop-up descriptions to contain a shorter text description in larger font. Allow the windows to stay open as the Dashboard refreshes (currently open pop-ups close every few seconds upon Dashboard refresh making them difficult to read).

2. Create more detailed Knowledge Center user documentation describing the Dashboard metrics. This should include but not necessarily be limited to:
a. default inclusion / exclusion rules (e.g. are only optimized order lines included, or are ALL network order lines included; are re-sourced orders included)
b. calculation examples (e.g. sample data shown to illustrate the calculation)
c. data timing considerations (e.g. how the metric is refreshed; is timing aligned with the rest of the Dashboard or delayed)
d. any other rules or requirements applicable to a metric (e.g. Client feed dependencies; situations where a given metric cannot display)
e. descriptions for configuration choices applicable to a metric (e.g. if the Dashboard has Client or user specific display settings)
f. suggested actions for common scenarios where a user may wish to make configuration changes to influence (improve) results from a given metric
