Revise the current Direct Ship Vendor item handling in Order Optimizer

Revise the current Order Optimizer logic for Direct Ship Vendor (DSV) items. Currently DSV items are prioritized to a vendor for fulfillment even though other nodes may have the capability to fulfill that item. In the case of multi-item orders this may result in extra packages (and cost). The goal is to allow Order Optimizer to optimize for consolidated packages (mixing DSV & non-DSV items in the same package) when inventory allows and that is the Optimal solution.
This request is to add an Optimizer configuration option to choose from:
1) current as-is DSV logic/behavior
2) revised behavior allowing ALL orders with DSV items to be considered for sourcing "from vendor OR other nodes" (depending on the optimal solution)
3) revised behavior allowing a restricted set of DSV item orders to be considered "from vendor OR other nodes" -- restrictions may include:
a) quantity of units ordered (e.g. over x unit quantity requested = always source vendor)
b) single/multi item order (e.g. if only the DSV item on order always source vendor; mixed orders open up all nodes with required inventory)
Additionally this request includes enhancements that may be required to calculate the cost of fulfilling from DSV nodes (if not already supported with existing feeds & configurations).
