Avoid opening capacity on shipment cancellation using changeShipment API

Enhance the product to provide a configurable option in Sterling to avoid opening capacity on cancellation of shipment using changeShipment API.

Scenario: Consider a node with available capacity of 50. When an order is sourced to that node, available capacity for that node is decremented to 49. If the shipment gets cancelled (short pick or other reasons), then capacity for the node is reset back to 50.

There should be a way to define in the changeShipment API request if the capacity should be reset on cancellation or not.

How will this idea be used?

This will reduce the load on store associates. If the capacity is reset, then the store will be available to take an additional order but the store associate would have already spent time and effort on the previous shipment which got cancelled. Having ability to avoid reset of capacity will ensure the associate is not loaded with additional orders.

For example, if store capacity is 50 and 10 shipments gets cancelled then due to capacity reset we end up sourcing 10 more orders to the same store. So at the end of the shift, the store associate would have spent effort on 60 shipments (50 + 10 shipments that got cancelled).
