Allow for FTPing files in and out of OMoC

There are times when it is much easier to have an actual file be loaded to OMoC or exported from OMoC, that isn't currently allowed. An example of import is data migration as part of go-live. An example of export, apt to why this came up, is running a query of all inventory supply and demand exported to a CSV file to be used as an audit of the inventory load. With there expected to be a large number of inventory changes during the sync each day, there is a strong desire to compare the outcome and writing it to a file would be quicker than having to process thousands of messages via MQ.

The reason Cognos isn't being considered for this is it needs to be executed based on completion of the inventory sync rather than at the exactly same time each day. Plus the only export methods supported by Cognos are email and save, having a CSV file be saved to the Cognos server isn't useful at all and emailing this large of file will be problematic and simply no value.
