To introduce OOTB flag for backordering of remaining qty on change release

Currently in Sterling Order Management V9.5 On TO release, a shipment request is sent to WH. Two flags "ShipShipment" and "ShortShipment" will be sent in ShipConfirm message by WH. If ShipShipment is Y, OMS can expect more shipments and if ShortShipment is Y, the remaining qty on the release needs to be backordered. We are looking for an attribute on the lines of "BackorderRemainingQty" to backorder all unshipped qty from all the orderlines related to a Release. We expect to pass the ShipAdviceNo in input and not pass quantity at all. Req: We would need an additional OOTB flag in changeReleaseAPI (BackorderRemainingQty) or would need changeRelease API to backorder only the remaining qty when ACTION=BACKORDER is passed at header level and line level information not sent.
