Provide single pass HIPAA compliance checking

The WTX HIPAA compliance check application is made up of multiple validation processes. The first step is to pass the data through a structural type tree to determine which transactions are valid and which are invalid. If it is determined that a transaction set is invalid, it is then passed to the complete validation process to determine exactly where the errors occurred within the transaction.

The first part of the complete validation process is to validate the data from a structural point. The data must pass basic HIPAA structure validation in order to determine and add loop ids to the data. If the data is not well structured and fails this process, then the loopid can't be determined and the next step in the complete validation process can't execute.

Business users require that the HIPAA compliance checking process, primarily for 834s, occurs as a single process as is currently done in their legacy application as well as in Ab Initio. An option is needed that will produce reports of all errors, both structural and HIPAA compliance, in a single pass rather than requiring a two step process.

    Would require a significant re-architecture of compliance checker. Current architecutre requires multiple passes
