add finctions to support Timezone in ITX

ITX lacks in Timezone based functions. we require functions to support
1) get current time in timezone
2) get current time in UTC
3) covert input timestamp to timezone.

    We should also be able to specify the TZ that the map runs under as a parameter when calling the map.

    Definitely an vote from me and my team on this capability!

     

    We adapted/developed a UTC timezone function that is pretty good but not perfect.  It only works in EST/EDT (although it can be adapted).  That's the key problem we were trying to solve - we need a fixed time reference that doesn't change with Daylight Savings Time.

     

    The function is:

     

    = IF( FROMDATETIME(CURRENTDATETIME(), "{ZZZ}") = "EST",

                      FROMDATETIME( ADDHOURS ( CURRENTDATETIME(), 5), "{CCYYMMDDHH24MMSS}" ),

          FROMDATETIME( ADDHOURS ( CURRENTDATETIME(), 4), "{CCYYMMDDHH24MMSS}" )

        )
