CD Windows: CODEPAGE MBCS change mlang.dll for MultiByteToWideChar Win32 API

After a lot of months discussingg with IBM CD lab and Microsoft developement support (see cases TS011672863 and TS014123302), Microsoft accepts that mlang.dll has a problem with copepage conversion in CDWindows with ISO8859-15 and UTF8.

Their recommendation is that CDWindows should change mlang.dll api, that it's old and deprected, for calls to more modern Win32 APIs MultiByteToWideChar and WideCharToMultiByte.

Transfers with codepage conversion

    CDW currently uses MLang which can convert data from a source code page to a destination code page. The suggested MultiByteToWideChar/ WideCharToMultiByte are specific to converting data to and from UTF-16.This can be achieved with the current MLang implementation. Unless its UTF-16 as the transitional codepage, CDW would always need to convert data twice,

    • Convert from source codepage to UTF-16 using MultiByteToWideChar, then

    • Convert UTF-16 back to destination codepage using WideCharToMultiByte.

    Since the requested capability is feasible with Mlang, we are keeping the idea as "Not under consideration" and we can revisit this once we see interest from more customers (via Voting or Comments)
