Add Description field to API for Windows netmap add

The API in Connect:Direct Web Services does not allow for a 'Description' field when using the API for netmap adds. For Windows, it requires a separate API to accomplish this. The API for UNIX netmap adds has the Description field, so having the field in the Windows would seem to be a logical step. Having to have a separate API to add the description is extra work for little benefit.

Have scripts executing APIs to add netmaps and secure+, but unable to include 'description' for Windows environment which we use to track changes made in our environment of over 7000 Windows/UNIX nodes
