Update SNMP support to v3

    Thank you for opening this enhancement request with IBM.  I have reviewed it with my team and unfortunately we cannot accept this request.  We have seen very little adoption of SNMP usage in C:D recently and believe that monitoring is better handled via IBM Control Center moving forward.  Our intention is to wind SNMP support down in the future so I will need to reject this request.

    It will definetively make the solution secure as SNMP V2 currently used is deemed unsecure and in fact deprecated.
