Provide parameter for number of TCP.FHM.TIMER retries

Provide either an init parm keyword or a diagnostic option to set the number of retries for this error situation:
SVTM508I Process exceeded FMH timeout retry limit.

The current hard-coded internal retry limit is two. We would like more flexibility in determining an appropriate value for our environment. This init parm or diagnostic option should be able to be changed dynamically without cycling the DTF.
