Perform checkouts before actual upgrade

Please consider to move or duplicate some of the checks before actual upgrade action. For example - cfgcheck can be initiated before upgrade action, this will eliminate situation where e.g. error in netmap.cfg/userfile.cfg causes rollback action after unsuccessful upgrade attempt that takes time, requires downtime and produces leftovers in recovery area.

This will speed up upgrade process - users will get information about failed upgrade sooner (lower downtime) and upgrade attempt will not produce leftovers (a copy of installation files for recovery purpose) in "restore" directory.

    Thank you for opening this enhancement request with IBM. I have reviewed it with my team and we feel that this would be a worthwhile enhancement to CCD. We have accepted this as an uncommitted candidate and will look to add it to the roadmap moving forward.
