Automatic refresh of FTP adapter when any SSL cert added using B2BAPI's

any FTP with SSL  partner on-boarded using B2BAP's  need FTP adapter to restart in sterling 5263 and above.  IBM support said that it is by design. Hence needed auto refresh of FTP adapters when used by B2B API's when SSL cert added in case of FTPS
