When a Global Mailbox outage occurs messages are held in WebSphere MQ until Global Mailbox is restored

When a Global Mailbox outage occurs in a data center, messages in the EPR_QUEUE (in the process of replication) and messages in the EPP_QUEUE (awaiting processing) are held in WebSphere MQ. The messages are held in WebSphere MQ until Global Mailbox is restored, therefore, the files cannot be processed downstream in B2Bi/SFG until Global Mailbox is restored in the failed data center.

    Implementation in 6.0 is different, please review 6.0 requirements.
