add ALT.COMM.OUTBOUND functionality to Sterling Integrators Connect Direct

Today Midrange and z/OS Connect Direct support ALT.COMM.OUTBOUND parameters when defining a remote Connect Direct node - this allows a remote node to have more than one IP address /Port so that for HA purposes Node "A" can either be reached at IP X.X.X.X (comm.info) or IP Y.Y.Y.Y (alt.comm.outbound) without manual intervention. Sterling B2B Integrator does not allow a remote Connect Direct node to have an ALT.COMM.OUTBOUND parameter. The ALT COMM that exists in SI is for incoming netmap checking only (allowing an incoming node to come from more than 1 IP) ALT.COMM.OUTGOING needs to be allowed in SI as it is allowed in Midrange and z/OS versions of Connect Direct.
