Sterling True Read Only Access

PROBLEM: Sterling has poor user access control with the permissions
system basically only able to restrict a users access to certain menu
items, mailboxes etc. If a user is granted access to a menu item is is
only with full write permissions always.
SOLUTION: Sterling needs real read only support. How to do this would
be up the devs but a quick, effective solution would be to have a read
only bit assignable for a user. Then every single save/edit/delete
button in the dashboard needs a logical check on it to set that
link/button to be read only if the users read only bit is set.

    This has been an issue for many versions of GIS/B2B. We also need documentation of what the current permissions and  groups allow or don't allow.

    The only way to setup a read-only mailbox rights is using a not convencional method, that envolves export a mailbox/user, edit the Export.xml file with the correct rights, than Import back.
