Need the ability to disable the Shut Down the System link within Troubleshooter

Currently the Troubleshooter page has a variety of highly valuable Operations tools, but often there is a need to disable specific functions within the Troubleshooter, not the least of which is the Shut Down the System (softstop) option.  Operations/Support teams for software need the ability to have maximum read-only access to B2B Integrator.  Most functions within Troubleshooter are for read-only monitoring except for the Shut Down the System link.  There is of course a confirmation pop-up that accompanies this link, but it is dangerous to even be able to execute that option for some Operations/Support teams.  This option is truly a Superuser function, which Operations teams should not typically have other than specific administrators.  Being able to shut down the system, even with a softstop should not be one of those options unless under break-fix situations.  These Operations teams do not have command line access and often act on behalf of their business teams to carry out replays, re-delivers, EDI translation and compliance troubleshooting, etc. without the ability to make major changes in a Production system.
